Since its reduced, its more towards graphene. Try dichloromethane. It has been working well for us. Also, it depends on what concentration you want graphene dispersed. There are a lot of articles out there.. 

Ethyl acetate also gives a good dispersion

try ethylene glycol. it has been used for dispersion both GO and rGO.

I have used NMP for my research.
