The answer depends on several factors some of which are as follows:
- the length, conductor type and conductor arrangement of both the sub-transmission line and the distribution line
- total loading and detailed loading characteristics of both sub-transmission line and the distribution line (how are the loads distributed from the lines, what are their types, power factors, powers, etc.?)
- what would you like to use the STATCOM for (reactive power compensation or terminal voltage regulation, etc?)
- the transformer powers and short circuit impedances
- any other power quality enhancer existing in the whole network
These are the first ones coming to my mind. In summary, we should know the detailed model of the whole system to make a comment about which point will be the optimum one. Then we can calculate or alternatively and suggestedly make simulation studies.
The allocation of FACTS(STATCOM) devices can be done using various optimization algorithm like PSO, GA etc. As @C.O. Gerçek said it depends on various factors. Many literature are available through out for placing STATCOM in transmission as well as sub transmission level. The location depends on the system and its constraints. I have done the placement of FACT devices using PSO as well as GA. If you have any specific needs regarding the location i will be happy to send the results regarding it.
