Which is better to improve expression of target protein- strong promoter or High strength UTR ??

If I want to use high expression of my target protein (due to its low activity) in E.coli in shake flask as well as pilot scale bioreactor ? What are the factors that I must bear in mind ? Low or high copy plasmid, Promoter engineering, 5"-UTR engineering etc ???? Is there any hierarchy or so ??
