For making aq. PVA solution, take PVA and distilled water in required amount in a beaker on the magnetic hot plate at 80-90C with continuous stirring. Cover the mouth of the beaker with aluminum foil to the vaporization of the solution. After 5-6 h of stirring you will get a clear solution, i.e. PVA is dissolved. It takes only a few hours rather than one day.
Water is supposed to dissolve PVA. However, if you have a high molecular weight grade you will have to boil it. Try to avoid the formation of larger lumps by thorough stirring.
First you can heat your PVA at 40C and water nearly ~80C for half an hour, Now add PVA into water with constant magnetic stirring. And finally place your solution in oven at 80C for 2 hours. Keep it more than 1 days for complete dissolution.
If I understand it correctly, PVA = polyvinyl alcohol. I 've never tested the high Mw one but for low Mw PVA (about 50-80k Da), it should be soluble in hot water or methanol.

I have been dissolving PVA in MiliQ water on a magnetic stirrer for 10-15 min at room temperature. It does get dissolve & clear solution is obtained. (concentration of PVA is 1%)
If you are unable to dissolve the PVA In the water at 80 Degree Celsius then try at 110 Degree Celsius because, the 80 Degree Celsius of magnetic stirrer are equal to 60 Degree Celsius. It may give you expected results. Also You can check in oven at 80 Degree Celsius.
