Which frequency should I choose to design E shape antenna ? How can I miniaturize it step by step?

I want to design an E shape dual-band antenna, that works at 2.4 and 4.8 GHz, and not sure which frequency I should choose to start designing E shape antenna. Moreover, miniaturization is highly necessary for my design. It would be nice if someone explains all these. Thank you
