I am sure that everyone chooses the most optimal path for themselves. I make a list of the files on my questions. Then, "downloading" to folders on these issues articles and names of authors of articles. Authors then easy to find again if you need to expand the list of articles.

I also perform bibliographic research, both online and manually. I do enjoy reading the full texts that are not all available online. If you want original bibliographic research, you do need an extra effort. Real life Libraries cannot be substituted by online virtual research, if you want to be thorough and deeper in your search.

But online virtual texts are of course the most valuable tool to begin with a rapid diagonal search.

I save the papers for future reference by giving/saving as:

Keyword_Author_Journal

or

Area wise file like in HRM -- areas may be recruitment, training, HPWS, etc.

or

Journal wise folder

or

As per requirement

I save the most important articles almost in the same format as dear Subhash suggested. Then, I archive all article in one folder , enter them automatically/manuly iin ENDNOTE program and then  use the group options to categorize the articles. It works really well.

Another good program is Mendeley, a free reference manager and academic social network. We can make our fully-searchable library, cite as you write, and read and annotate your PDFs on any device.

when finding papers, my first reaction, will they belong to the contents of my textbooks. If yes, the quickly go to the relevant subfolders. By this technique its guaranteed that the papers are read again, and if worth, they will be cited.

I forgot to answer to the original question. I don´t use any digital tool to decide about a publication, I use just my brain and the first impressions.

Using EndNote or any other reference manager is highly recommended for organizing reference!

Overview of Group Types (copied from EndNote Manual):

There are several types of groups that make it easy to organize your references in EndNote. The some of the types of groups are automatically generated, some are permanent, and some are temporary.

Permanent Groups include All References and Trash. Both are groups that you cannot remove or rename. All References displays every reference in the library. Trash is a holding place for references you have removed from the library but have not yet permanently discarded by emptying the Trash.

Temporary Groups include Copied References, Duplicate References, Full Text, Imported References, and Search Results. These temporary groups may be replaced as you use commands in EndNote, and are always deleted when you close a library. (Only the groups are deleted; the references remain in the library.)

Custom Groups are manually created by the user to help organize the library; you can drag-and-drop to copy individual references into a custom group. Custom Groups are listed alphabetically (click the Groups header to toggle between ascending and descending order).

Very good question. The internet came to my country in 1995& I really was eager to collect data on many subjects. After a while, I started to organize these data by having a clear name for each file according to subject. There was problem of storage: In some cases, data stored in the computer was lost upon the crash of the computer & data stored on floppy discs was also lost. The small flashes can also be lost or they may fail to work after some time.A friend gave me an advice to store data in an email of a big name com. but that com. surprised me by cancelling my email without offering convincing reasons.

I have learnt , later on, to print the most important documents on paper & to reduce the amount of data stored in IT tools to the minimum because they may be lost at any time.

The program 'Readcube' might be convenient for you: it inventories all pdf files on your pc (or only in certain folders, if you prefer). It has a search function that looks for your keywords across the full texts of your pdf library. You can also add notes to an article, or export the citation to endnote or another reference manager

I also use Mendeley and find it very useful: it allows browsing and sorting of pdf files, makes a database of pdf files and displays them. As the addition it also allows inserting the references into your word editor as you type, similarly to EndNote.

I, personally, store all documents in folders (one per year) and then write some notes, (including additional key words) and link them to each document, using MS OneNote. it works for me but I also find Mendeley quite good ...
