India is debating a law that will declare all non-domestic animals (including fishes and mosquitoes) wildlife. To kill or collect any such animals will require Governmental permission. This is being touted as a way of controlling the illegal wildlife trade.

I understand that in Japan, butterfly collecting is legal, except for a few protected species. I would be grateful for an update on the status in other countries, so that it would be possible to put together reliable data about the success of complete bans or overwhelming Governmental control vis-à-vis open private access to and research on insects and other wildlife.

So far, despite vast outlays of public monies in India, all the valid new butterfly taxa described in the post-1947 period (over 60 taxa from the Himalaya and other parts of India) have been by private individuals or international workers. What is the contribution of private workers in other countries?
