Governments provide independent researchers with grants worldwide. Yet the number and the values of the grants may vary from country to country according to different governments' policies. In your opinion which countries known to support "independent researchers" better?
I believe the support is limited within the confinement of a university that will adopt you as a researcher - then you will obtain the funds! No matter which country you are in... as far as I know... unless there is an evidence to the contrary.
There are many library grants in the English-speaking countries (esp. in the US) covering expenses of independent researchers for a period of 3-6 months. At least that is what funding announcements are saying. Then, there are various foundations which provide funding to independent researchers but I guess your background needs to be sound (a reputable university, workplace, etc.)

We both have asked similar questions. The best answer to your question lies in the hands of Government (of every Country). Each Nation has it's own Research Council and they abide by their rules and regulations. I suggest you to better consult any official from the council of the Country you wish to, and ask them directly.

I have worked in London all my life, but this is news to me! It is also unlikely I would ever get a grant from a charity. I think one has to go back to the time of the Renaissance or Ancient Greece to find societies where independent thinkers or artists flourished.
