Assumed that the wear loss is measured by the difference in weight of pin samples before and after the pin-on-disk test.

The theory says that, to increase wear, you should to reduce the rpm, increase the load, and not use any lubricant.
If the materials of the disc pin have difference in hardness, it is better.
Another important aspect is the surface roughness of the disc.

There are not simple answer. It may be depend on other tribological parameters, mainly load (contact pressure) and speed of sliding.
For the same speeds and loads, material combination 2 (hard to hard) will give less wear than material combination 1 (soft to soft).
Abrasive wear will be less when hard metal to hard metal is combined, but bear in mind that there is also adhesive wear which is independent of the hardness of the materials. Adhesion between cooperating materials can cause material tearing and significant wear. Therefore, in the case of dry friction, no definite answer can be given. Therefore, research and tests are performed ;-)
I am in accordance with Piotr Kowalewski , further the hardness of pairs of similar materials may not be sufficient to determine wear in terms of material loss. It should be obvious to consider the same test conditions (speed, contact pressure, roughness, time, temperature, environment, etc.). However, it could be observed, material transfer, change of surface topographies, without loss of material, then the method of measuring wear by weight measurement would be inadequate.
Mr Kim, you posted a very interesting question, that somehow challenges Archard equation. I agree with Mr Piotr Kowalewski answer as well, but I would also add that under the conditions of the testing, adhesion (cohesive should be more appropriate since tribopairs are similar) increases with normal load and temperature, which basically increases with the sliding velocity. Based on Archard equation, material will transfer from the softer to the harder material by different mechanisms (abrasion, adhesión, plowing, etc), so in this particular case, it all depends on the dynamic of your tribopairs (check out which steel pairs have stronger cohesive forces) and perform the wear tests same normal load, same linear speed and draw some conclusions. After that I will repeat a set of experiments under different linear speeds for both tribopairs, and some interesting results will come out. I hope it helps :-).
It will be important to carry out various microstructural analyzes of the test samples, as there will be material transport between the abrasive material and the test sample during wear mechanism process.
