I wouldn't worry about the software. The issue is the model you use to describe evaporation and condensation...and also all other "bad things" that occur in cavitation - like highly compressible flow.

I found that Fluent enables the most in terms of implementation of your own models... the original (already included) usually give you only partial results, which may look good, though. The other obvious choice is OpenFoam.

I think that Star CCM+ software is the best software to simulate 3D compressible flows.

Could Fluent deal with the compressible cavitation problem?

In Fluent you CAN make a fully compressible cavitation simulation, but one needs to play a lot with UDFs...

Oh? Can you describe further? You mean firstly active the compressible flow? But there is only "wet steam" left. We cannot choose the VOF and others.
