I wouldn't worry about the software. The issue is the model you use to describe evaporation and condensation...and also all other "bad things" that occur in cavitation - like highly compressible flow.
I found that Fluent enables the most in terms of implementation of your own models... the original (already included) usually give you only partial results, which may look good, though. The other obvious choice is OpenFoam.
