For my experience, the SCI had 28 rules to completed the rules before published, Scopus only 14 rules before published twice as much. I hope you can imagine that.

First, Thomson Reuters is no longer the owner of Web of Science, it is nowadays Clarivate. Second, one need to make a clear distinction between preference and quality. In the following paper:

One can find an interesting figure (Fig. 2) that roughly shows the preferences when it comes to Scopus or WoS (Clarivate).
Personally, I find journals indexed in SCIE (with an impact factor assigned by Clarivate) more trustworthy than an index in Scopus. The first couple of years of Scopus indexing leads after evaluation quite frequently to discontinuation of a title in Scopus.
Clarivate has a separate index (ESCI) for journals potentially eligible for final indexing (in SCIE or SSCI) which makes their database more reliable.

Absolutely Thomson Reuters is better choice.
It is easier for journals to be indexed in Scopus and even some predatory indexed journals are indexed in Scopus.
