You might also consider " International Journal of E-Learning & Distance Education" (formerly the Journal of Distance Education). It also happens to be open access... so all of the articles are available online. Despite not having an impact factor, it is quality assured and of high ethical standards. It frequently publishes articles on learning management systems, mobile learning, social media, and educational technology.
