You might also consider " International Journal of E-Learning & Distance Education" (formerly the Journal of Distance Education). It also happens to be open access... so all of the articles are available online. Despite not having an impact factor, it is quality assured and of high ethical standards. It frequently publishes articles on learning management systems, mobile learning, social media, and educational technology. For me, Computers & Education is a great example. You could find papers about the creation of educational technologies and the application of the existing technologies in education as well.
