The cheapest antioxidant - available from many suppliers - is BKF, 2,2'-Methylene-bis(4-methyl-6-tert-butylphenol). Amounts in the range of 0.5-3 weight-% should be appropriate. I think a special UV-absorber is not necessary because asphalt itself is a good UV-absorber. Some % of carbon black can improve the effect further.

Carbon black is particularly effective at improving the UV resistance of a rubber by strongly absorbing UV and protecting the polymer chains.

Some antioxidents are sensitised by near UV light and can actually promote photo-oxidation even in the presence of carbon black.
