IEEE transactions comes under vital valuable research,even other journals in the list of IEEE and reputed journal like elesvier.

You can go with IEEE transaction, as IEEE journals have usually more weight than Elsevier> However i want to add one thing here that is quality of the paper matters not publication
it all depends on the area of interest and impact factor of the journal in question
