I have waste water which has some dissolved metal (in ppb) and the same metal in a precipitated salt form (in ppb). My aim is to find accurately dissolved metal concentration. Whether 0.45 micron filter can remove this ppb level precipitated metal effectively ?.
If not whether ICP MS can differentiate between dissolved and precipitated metal.

I think most metals are found in wastewater in dissolved form so why you wary about suspended form of heavy metals
I am externally adding the metal in the water and the purpose is to check the solubility limit of the metal in water.

It has been a long time I read the book but generally the water and wastewater quality analysis should be done on dissolved solutes.
If you can analyze them, but the samples should be treated differently, as you indicate the dissolved ones are those that pass through the filter (0.45μm), this solution should only be acidified for direct analysis. Suspended metals must be digested (this is the portion that does not pass through the filter), and already in solution they are analyzed. This procedure is indicated in EPA Method 200.7, here also the quality assurance methodology is indicated and from there the recovery part can be taken, to evaluate the metal additions you mention and estimate how much you recover and how much it precipitates.
