My paper, English Genocide in Nova Scotia, is well researched but not enough original research for an academic publication and which I am not able to provide. But, the atrocities need to be exposed.
Is there another level of journals, or even other publications, that will publish such material of 35pp or 85pp?
I am happy to post some or all of the paper as long as it does not interfere with a future publication.

The best course of action is contacting an editor and inform them about your work. Alternative, use Elsevier's Journal Finder or Springer's Journal Suggester. You submit your title, research field and abstract, then these resources will give you a list of journals you could submit your work.

Edmond's advice is very sound indeed, but if you don't want to necessarily go the peer review route it might be worth contacting certain magazines--The New Yorker, Atlantic Bulletin come to mind--or even the weekend magazine section of a reputable local newspaper, too see if they are receptive to the idea. These venues are more useful for getting stories "out there" which seems to be your more pressing goal than establishing yourself as scholar. I am not good at thinking in terms of pages rather than word-count, but if it is going to be a long story, you might want to consider pitching it to these venues as an story in multiple installments. I understand that it is not an original research paper but an article or essay which contains useful information. The information has been gathered by already available information elsewhere. Hence, it is not a journal paper. It can be submitted to Newspapers as suggested by Neeraja Sankaran. But false information in a Newspaper article may lead to libel action. Be careful.
