A good question, and first off, publishing can be a difficult thing, espeically finding the right fit for your work. Many people automatically assume that a 'higher ranked' journal will always be the best choice, and in most ways, this is right, as the quality of the journal means tougher entry standards, more expert reviewers, higher standards, and most of all, a lower rate of acceptance. I think it is best to look for a journal first that you think might suit your purposes, and then write the artilce with this journal in mind.

Look in SJR for good journals, they have their own grading system (green= great, yellow=good, orange=ok, red=alright) it works for me as a rule of thumb. If you are looking to publish in any of the journals in SJR, in most cases, get ready for a long road filled with waiting and often withering feedback from reviewers - oh, and rejection too, that's a given. Mind you, not all peer reviewers are negative, I try to make my comments helpful and move the article forward developmentally as much as I can, even if I know it is not of the required standard.

Main thing is, make sure you have read several of the articles in the journal you are aiming for, as this gives you the best idea of the levels of quality you need to aim for.

The answer is perfect. Many a mss are rejected because they are submitted either outside the scope of the journal or standard not at par with the journal's standard. I am not disheartening you but look carefully before you leap, otherwise it would be a sheer wastage of time and money.
