I am a computer engineering student and I want to publish my paper on expression detection using neural networks in a journal before October. The paper is ready in IEEE format. Since IEEE conferences deadlines have already passed, I was doing some research on publishing in springer but the ML journal over there had an impact factor of just 1.8 compared to IEEE's 6 and 8. There are journals like IJESC which publish it within a few weeks and have impact factor of 4 to 5. So should i go for it? Will it look good in an resume for applying to universities after GRE?
So in which journal should i publish such that it gets published before October.

You've easily missed the deadline for any credible journal to process into full publication. That is - review (assuming your first review round is extremely positive and you have no revisions to make which rarely ever happens), feedback, proof- read, copy-edit and final proof - and that's just for 'online in-press'. If it's 'hard-copy' publication - then the final process is usually quite a bit longer.

IJESC has a good impact factor and usually confirmation is received within a few weeks.
Indexing is more important than impact factor..
You must have one thought, into which indexed journals you wanna publish your paper which is more important to enhance your score..

This is the journal i want to publish in. There is no indexing given. The impact factor is very low (1.8). It is an journal from springer.
Most of the springer journals related to engineering have an impact factor of below 2. Should i take that into consideration and publish in IJESC (IF almost 5) or should i go with springer?
The given impact factor of all the quick publishing online journals might not be correct. Check meticulously.
