you can simply check the journal indexing vi its ISSN or title at Scimago

but you won't get the impact factor, also there is a good website providing the official impact facto (bioxbio).

The blacklisted journals list also usually depends on the university rules. There are various journals that are considered blacklisted by some universities, hover ever, they are accepted by other universities and countries. So best practice is to first find out the blacklisted list of your university and go from their.

A general rule is to follow Thomsan Reuter list of JCR at WoS, see link below. This list contains all journals that are well reputed and recognized well all over world with Impact factor
