You must improve internal and external quality.However, the use of external contents (adding links, etc.) are neither fair nor important for truly improving the rank of the university. So, you need to develop a good strategy to boost the performance. You must ensure continuous organisational improvement.  

Looking at various academic websites show many deficiencies in their websites which are the main causes of low webometric ranks. The websites for a university must introduce the missions, faculties, departments, courses, achievements, originality, educational levels, research and educational facilities, faculty members, students and alumni to the WWW. These are of great importance.

I do not think that a "good" university will set improving its webometrics ranking as the final goal. More important is the effort which aims at improving the quality of education & research. The products of the university are the graduates & if these are of high quality, then the performance of the university has been very well. Emphasis ought not be on inflating the university like a balloon by the various ranking systems but it ought to be focused on teaching the students in a better way so as they will be prepared for a more promising future. In some universities, they got it wrong: teaching well is ignored, staffs are encouraged to register in facebook & twitter, and publication of research papers (even if bought!) is the way for promotion. The final aim for these is to get praised by the media & the public even if the graduates are of "bad" quality.

Scoring higher points in the webometrics ranking of universities cannot be reached overnight or in a hasty manner. A German wisdom says "A good commodity advertises itself". I have known, at an early age, that there are excellent universities such as (Oxford & Cambridge in Great Britain, Harvard & Yale in the U.S.A, Paris-Sorbonne in France, and Heidelberg in Germany). The excellence can be realized when there are efforts on all fronts or in all directions. When a 3rd world university was evaluated by a foreign committee & its report was presented to the administration, a group of "hypocrites" was formed to give a reply. This group praised the "imposed" administration & called only for amendments in the lower rank & file academic staff (and not the administrative staff). How come such university will move up??

Ranking is merely about numbers and don't have any practical relevance.  for this i may cite a simple example, none of the Indian universities or institutions figure in the top 100 institutions of the world, but the presence of Indian techies and their importance is being felt all over the world among each kind of institution and organisation. So no need to worry for ranks

You will have to take into account the webometric parameters being used to rank the universities. One of the parameters may be research productivity. If a university is publishing mediocre research papers, it will bring down the rank. On the other if it publishes top class articles that will attract many citations, the ranking of the university will improve. All the parameters of ranking will have to be looked into and measures will have to be taken by the university whereby it can improve the ranking.

Undoubtedly, the best way is that the researchers themselves improve their own positions in the various rankings. Thus, f.i., their h-index, their visibility, etc.

After that, for sure, the universities will increase their positions in the various rankings available.

Problem...the simple "free and easy" advertising based logic of "top ranking" will undoubtedly push vested interest agendas and dismiss dissenting views.

Thus the very fabric of academic freedom of inquiry will be eaten by the moths of the "scientism" of biased algorithms.

The equal danger is the artificial ignorance generated by concerns for the bottom line and this info noise overload of dysfunctional academic screed.

A separate web page has to be allocated in university website so that all the good practices in teaching, learning and research are deposited and made it openly accessing to world academic community. This approach will help other academics and students to see university web-page for seeking information and this in turn enhances our academic reputation.

Faculty members should be notified and encouraged to showcase good practices adopted in teaching to other fellow academics employed at the national, regional and international level. This can be facilitated by sharing all the innovative approaches to other academics using academic & research portal such as academia.edu.sa, research gate, publons, linkedIn and youtube channels.

3- TRANSPARENCY (10%): Number of citations from Top authors according to the source
