We would like to make a few advanced cell-based assay protocols available for everyone. Not 'just' publish, but share with the purpose of discussing, co-develop and stimulate collaboration.
What online tool/database etc is often used by academic researcher for this purpose?
I am thinking something similar to GitHub, which is mostly for programming.

If I correctly understand your question- The best one that I am aware of and is used frequently by colleagues is Open Source one called Protocols.io : https://www.protocols.io/protocols and their publication here: http://journals.plos.org/plosbiology/article?id=10.1371/journal.pbio.1002538 To me this is the protocol equivalent of Github for sure.
Given JoVE's model (https://www.jove.com/) discussions can follow as well.
