I don't think there can be democracy anywhere when we have hierarchies and economic inequality.
We can experience democracy (at least in its dimension of equal dialogue and participation in decision-making) in different situations, I think - in associations, cooperatives, trade unions, small groups of friends or (if we are lucky) in our family.
