I have found a web-site containing interactive global maps for choosing and displaying annual wind roses for years 2011-2013. The links are provided below (many stations available, Japan is covered too).

The company Enviroware develops different software and datasets related to wind data. The link to the manual of their software WindRose PRO (Windows application) is provided. The link to the main page of the company Enviroware is also given below.

You can try to contact this company on their web-site (link to the contact page provided). You can ask them about data because I saw their promotion published in their blog (this promotion is given below in the message).

As additional products of the huge analysis carried out for year 2011, Enviroware has the joint frequency functions of each site and the corresponding time records. Enviroware can produce such information for any location, year or time period. Contact us for a quote if you need such products and/or personalised wind rose images.

You can try demo versions of their software, maybe this company will provide some data needed. Have a look at the manual of the software WindRose PRO (PDF file). This file contains some information about wind data formats, its sources and links to these data.
