It is an intersting and meaningful topic on remote estimation of colored dissolved organic matter (CDOM) in global inland waters. But firstly, a big dataset of field measurements in global inland waters is needed. SeaWiFS Bio-optical Archive and Storage System (SeaBASS, https://seabass.gsfc.nasa.gov/) provides some data, but it contains very limited observations in inland waters. Then, where can we collect CDOM data in global inland waters?

I've come across a UN funded project for CDOM providing archived time series for inland via map service, but you should search for it.
I'm not sure about any insitu source but you can find data values for different water basin in different publication or you can directly contact different agencies like NCCR for Indian data but I'm afraid they wouldn't provide you that data due to some internal protocol, the best way is to collect your own data or go for different publication for data
