this your question is not only interesting but hardly can be answered seriously since authors of that article don't mention a / the source of HA15 (I guess they have synthesized by themselves and only have shown a sketch of the chemical formula - if that is not only fictional one - cf. the 'graphical abstract ').
On p.-2- (section: RESULTS
HA15 Exerts a Deleterious Effect on Melanoma Cell Viability find the word:
'tro-glitazone' ) and in their Fig.1A on page -3- you will find a hint what HA15 is:
(A) Chemical structure of troglitazone and HA15.
I am sure that the results - though really promising (I have seen that TZD compounds also have been found useful in treating Diabetes(II)) - are derived from the preclinical testing phase and therefore also pending patents will have be taken into account.
From the two links you provided with your question I deduce you had NO access to the whole article, right? IF so, I would like to add here the URL where you can find (at least an online version) the whole article including supplementary pages/data:
