If you want to create a data for a specific location, best way is to take measurements. Typical Meteorological Year (TMY) data is obtained from these measurements. For certain locations, TMY data is available and released in NREL's website. (http://rredc.nrel.gov/solar/old_data/nsrdb/1991-2005/tmy3/) 

If there is no available data, you can create a data using Meteonorm software. As well as I know the software uses the existent TMY data and principles of solar energy utilization theory .

hi, you can get it from NASA SSE web site for any location using Longitude and latitude. its with 1*1 degree grid data from 1983 to 2005. this is satellite data and you can have measured data from some other sites.

the best satellite data is ERA-interim data which you download for any location but you have to analyze it for the selected location.

if you want to use data with any simulation program you have to get is from Meteonorm.

Note that the  DOE database, which has recently moved to this new site: https://energyplus.net/weather 

This provides consttructed TMY data files, not real observations. So this might not be what you need...

you can get from lot of source...particularly y can get data from MNRE website

You might also check IRENA Global Atlas http://irena.masdar.ac.ae/ and Meteonorm a woldwide database for relatively small money http://www.meteonorm.com/en/

And not forget SolarGIS / GeoModel http://geomodelsolar.eu/ a bit more expensive but very good data.
