I'm looking for photographs of people both with and without face or neck tattoos. Ideally, the tattooed photographs would be created by simply photoshopping a tattoo onto the control photographs. I plan to use these materials in a demonstration that I’m creating for an undergraduate research methods and statistics course.
I wrote an essay that doesn't quite meet the "before and after" you're seeking, but discusses near full body tattoos of a young woman. See "The Tattooed Jew" in the book Memory Effects: The Holocaust and the Art of Secondary Witnessing. (I'm sorry, I don't have a digital copy to upload.)
Maybe not directly connected with your topic, but I suggest the French book about tattoos titled "Fleurs de Peau/Skin Flowers" by Gerard Levy and Serge Bramly. (Kehayoff/Munich, 1999)

How many photos do you require? Would they be fir print or screen use? Have you access and rights to control photos? What range of tattoos do you envision being used? Have you rights and access to such tattoo designs?
