Yes, when stimulating an absorber for CO2 capture, the bottom stream should have a higher concentration of CO2 than the top stream. This is because the absorber works by absorbing CO2 from the gas stream in the top of the absorber and transferring it to the bottom of the absorber, where it is then released from the liquid phase.

May be you have too low pressure to insure the absorbing process.
