Such soil doesn't exist! If you check the plasticity chart, you will see that the lowest value for the Plasticity Index is 4. The shaded area of CL-ML has a plasticity value of between 4 to 7. The lowest liquid limit is 16. Nonetheless, some scholars have published data that violates these principles. By the way high values of PI could also mean organic soils with clay and/or silt!
