Please, let us know something more about your question, just in order to try to answer it. e.g. which type of exposure and sources are you dealing with? Moreover, the limit for population exposure due to all planned exposure situations is 1 mSv/y, at least in Europe. Which limit are you referring to?

the radium equivalent (Raeq) and annual effective dose in mSv/y are two radio-logical hazard indices parameters and when dealing with environmental radioactivity should be calculated and when I found that the two parameters are leading me to the same result which is to limit the annual effective dose to 1 mSv/y I deduce that there is no need to calculate the two parameters and just one parameter is enough
