One should ask, what is the role of government in today's modern society? In my eyes the role of the government must be limited, and there should be no room for self-enrichment, since we must assume that these people are in government because of their love for the people and their country and not due to their own desires for financial and political gain.

1. They should ensure a secure and stable environment to enable free trade, innovation, development and production through securing our national borders, and protecting against internal threats such as racketeering, intimidation, violence and corruption, and defend the country from any external threat to our way of life.

2. They should enable the citizens of the country to better themselves in every possible way thought quality education by the means of creating quality infrastructure such as housing and roads; delivering basic services like running water and electricity to each home and telecommunication for further development in regards with education.

3. They should not be allowed to have parastatals like Eskom or Telkom, any funding which the Government give to public enterprise ventures should be seen as loans after an in depth due diligence report was drawn up, and there must be little or no interest.

4. Financial institutions should be regulated in regards with the amount of personal loans they give out to an individual, and the interest charged on these loans, as well as keep an eye on bank administrative charges.

5. Lastly, the salaries of serving political figures and leading figures in the public sector like the police and defence force should be voted on by the public themselves.

Governing the Government fall in the hands of the citizens of the country, and we should not be lax in our attitudes or our resolve towards the Government, because this creates the perfect opportunity for the human condition called Greed to raise its ugly head.  We voted them into power, and it is our common responsibility to make sure that they stay on the straight and narrow, long past are the days of Monarchs and Feudal Lords who believed that the peasants where there to serve their every whim, the Government is the Public's servant.

In essence I believe that people don't need a government, a body or entity that will herd them like sheep or cattle into specific areas where they think it is best for livestock, and of course, from which they as the Government would stand to gain the most out of.

Sadly there is no room in today's society for such a view, since we as human beings are not responsible enough to govern ourselves and our inherent need for greed and hoarding.

Maybe through education we will be able to move past these factors which are holding us back sometime in the future.

India is considered as the biggest democracy of the world. As per my idea, understanding of democratic rights and duties require a certain level of education, both academic and for logical analytical power. Without any of these education, the person's may be considered as idiot in this respect.

"Democracy is for the people, by the people and of the people". But you can use alternate word in place of the word 'people'.

A government's main role should be specifically enumerated and not easily changed. In the preamble to the constitution of the United States, the framers attempted to establish guardrails in an effort to limit our government's scope and size to those things most critical to a "perfect union":

Establish justice - Civil and Criminal Courts

Ensure domestic tranquility - Policing

Provide for the common defense - Military and diplomacy

Promote the general welfare - Sound and equitable monetary and fiscal policies

Ensure the blessings of liberty to ourselves and our posterity - sustainable freedom and self determination for current and future generations

Of course this is oversimplified; however, the argument remains. A government needs a main role to prevent it from absorbing unto itself powers it was never intended to have, and ones which distract it from its original and preeminent purpose.

The word "government" is the noun from the verb "to govern". According to Webster's Dictionary, "to govern" means to rule, to control, to restrain, to exert a determining or guiding influence in or over, to hold in check, to require, and to serve as a precedent or deciding principle for. In human lives, the experience of government is always first of all individual and personal. We all first learn to govern our limbs, our tongues, our minds. Next we learn to govern our relationships with those nearest to us and then gradually with those in more extended relationships.

As we engage with the world around us in more complex ways we learn about governing our interaction with our peers and social groups. At that point we also begin to experience institutions of government. The student body government. The school administration. The church leadership. The village council, etc. Only after that, generally speaking, do we begin to also interact and/or participate in the regional and national institutions of government under whose jurisdiction we may find ourselves.

Principles of good government are generally the same whether we are speaking of individual self-government or national or international government. The purpose of government is to encourage life-affirming patterns of behavior and to avoid destructive patterns of behavior. Otherwise put, it is to encourage good and proscribe and prevent wrong.

It is said in America, that "the government that governs best governs least." American institutions of government were founded on the principle that power corrupts and absolute power corrupts absolutely. This idea is rooted in the Judeo-Christian understanding of human nature that it is both fallible and fallen, prone to wrongdoing and in constant need of righteous government.

The Founders of the American Constitutional order and system understood that institutions of national and state government would never ultimately succeed at creating a moral, well-governed populace but that a moral and well-governed populace, one that understood the duty of the individual to govern him or herself well, would produce good institutions of national and state government. They understood that if the population were well self-governed, the need for national and state institutions would be decreased.

Governments have fundamental roles, to the extent that organized societies have decided to leave aside aspects fundamental to their nature, ensuring governments:

1) Peace and security, no one can live and develop where there is chaos and violence of different kinds, such as common crime, drug trafficking or terrorism.

2) Respected institutions that enforce contracts and citizens' rights in a predictable, clear and honest way. No society can progress, where judges give different sentences for similar cases or where the laws change at every moment.

3) They must respect and enforce public and private property, it is a vital aspect for the economic development of any society, where property is invaded, it is not possible to grow socially and economically, only the law of the strongest prevails, which is not always it turns out to be the richest one.

4) Give good laws, protect the most vulnerable, fair, with participation of most, clear and understandable even for the simplest people. This implies, establishing Public Policies; in health, education, sanitation, citizen security, national defense, communications, environment, among others.

5) Enforce the laws, few laws but that are fulfilled by all, from king to page, given law that is not met, is useless.

6) Strengthen and create economic, social and legal environment, suitable for citizens to thrive, avoiding as much as possible the participation of the State as a direct provider of public services, delegating this role to private and pass to the governing role.

Well, this is what I can tell you from my personal point of view and from the experience I had in my country, Peru, the steps taken from 1990 to date, despite everything, has allowed us to grow economically and socially, like never before It had happened, despite the current problem of corruption that we have, but fortunately there is a strong reaction from the population, to punish the bad officials, however important they may be.

To provide for the defense of the nation, to establish a legal system, and in general, NOT to be a father figure, but to be like a condominium association.

The government has to be the people. Not a separate species of homo sapiens. In a condo association, it is condo owners that run the organization, with the approval of other condo owners, and their main job is to keep the condominium running smoothly. Yes, that even means, at times, to prevent the very few from trashing the place. So the people give their government police powers, to keep the bad actors from spoiling it for everyone else.

I guess you might say, an organization meant to promote individuals' efforts to be all that they can be.
