Additionally to Edwin's comments, you have to take into account that if the surfactant concentration [S] is below its critical micellar concentration (CMC) particle size is higher compare to those cases in which [S]>CMC; this is because when there is low availalibility of surfactant ([S]
Hello dear the particle size in an emulsion polymerization have to be increased with the reduction of the surfactant concentration, since the are less micelles for forming particles.

As for emulsion polymerization higher surfactant can stabilize smaller emulsion droplets because specific surface area is larger. Second important factor to consider is of course overall VAc concentration. If surfactant concentration is too high it may destabilize small droplets. By the way even when polymer people name dispersions obtained by emulsion polymerization emulsions they are actually suspensions (solid in liquid) not emulsions (liquid/liquid).
