One difficulty with this solution is reproducibility of the testbed.
Standardized minimalist distributions like Arch Linux and Alpine Linux reduce the difficulty of reproducibility.
I do like your solution. I was even considering compiling the kernel and adding on to it as necessary. This brings up a second difficulty: time consumed is higher this way.
IYH How small are we talking eg 50 MB, 200MB, 500MB, 1GB and do you need a graphic interface or is command line OK and it it mostly for server use or mostly for desktop type uses?
