yes of course your assumption is correct. It could be the C-O stretching mode. Nitro group vibrations are not possible in that region.

There is a more chance for C-O stretching in this region and also a chance for OH deformation mode...

I am sorry but I disagree with the above answers about carbonate bands (IR), asymmetric stretching of CO band appear at about 1450 cm-1(nu3), accompanied with thin and weaker bands at about 860 cm-1(nu2) and other at 700 cm-1 (nu4)

It is O-H deformation band at 1030-1010 /cm
