If you want to use the Blasius theory, be aware that it considers a laminar 2D flow over flat plate that is semi-infinite in streamwise direction. In such a case, just compute the value of Re_x at the distance of 0.16m and use the formula to get the skin friction. But you will easily see that your Re_x is beyond the laminar regime.
