They have released two issues since then- they are certainly not shut down

And the worst part is, this was my first paper to a journal.

. You just inform them that you'll submit it to another journal (there is, in general, a notification you sign that you cannot submit it to another journal at the same ), because that it is not a normal range of time for a response (except if they precise the maximum of time for response in their "recommandations to authors", which can be one year ??!!) ,

You have not to wait more time.

Be patient... it happened once - that the main editor was taken ill - and there was no one to take over! but finally it was published! so patience is a virtue and we need to practice it.

Of course, more than a year is too long for any journal to respond. Just send your paper elsewhere :))

Of course, it depends on the journal (which one for you ?), because there is more and more new ones apperaing ,especially exclusively online (hard concurence between them), but some can "stop" to function after a certain time, because of not sufficiently papers proposed for publication, difficulties to obtain an impact factor classification at the international level ; the rate of impact factor were you published can be required for positions (assistant professor, professor) according to contries where (most of them now) the publications are the only way to evaluate researchers.

So, each case is a particular case.

I agree with several posts. In this condition, I will ask politely if they intend to review the paper or has it been sent out for review? Then I will ask how much more time is needed. If they have been sitting on it, doing nothing, then I will ask politely that I wish to withdraw.

One year after the submission of the paper is enough time for you to have a definitive answer on the acceptance or not. In the modern world we live there is no reason to delay communication between both parts.I suggest contact personally the publisher and ask for informations concerning the delay. You can not send the paper to another scientific editor until you have a definitive answer

@Darasingh, You should not wait so long! Probably a maximum period should be six months. I would submit paper to another journal after that period. Life is fast, it goes behind us!

Darasingh, since you have already contacted them and got no response, then write again, reminding them of this. I have been doing this kind of activity myself, just to keep a clear conscience, that I did not fail to communicate or didn't cause a breakdown in communication.

Agree with Miranda.

You can conserve "proofs" that they didn't react if in future they say something, what I really doubt.

And perhaps, find a journal "more serious", that you could judge on its home page, the editorial board, and rigor in "recommandations to authors" presentation. Eventually, if you say us the subject of your paper and your speciality, we shall help you.

It sounds like your article may have gotten lost in the shuffle. I think that it is absolutely ethical in withdrawing your publication and submitting it elsewhere. Just be sure to tie up any loose ends to protect yourself from any future legal obstacles by consulting a copyright attorney.
