I worked with the National Dairy Development Board & later also have been closely associated with the sector. Basically, till some years ago, Dairy was considered a subsidiary occupation to the poor, including small farmers & agricultural labour. This is now changing, with typical dairy farmers now maintaining 5 animals or more. On the processing side as well, the organised sector today holds market share of over 60% of marketable surplus, which was not so earlier. Inspite of all this, the forecast seems to e for a continuing Demand-Supply gap. Hope this information helps.
