Personally, I believe that where an owner may need to rely on the creativity or ability beyond simple construction, using a Qualifications Based Selection (QBS) process enables you to select using more than simply price. You can prepare the Request For Proposal documents to highlight whatever skills or abilities are important to the owner, as well as include reference checks. Such a process also allows you to weight price at a level which the owner is comfortable to ensure all financials are fair. I also believe that having separate sealed submission for financials is imperative to ensure that the process is transparent and not biased on cost. This can be used for design-build or design-tender-build or other methodologies. See my paper attached.

I agree with the above views.To select a capable constractor in this field, it's important to highlight comprehensive ability, including design, construction and test run. So I think the project can be delivered by DBO, and introduce more than three tenderer s for competitive negotiation;
Hussam Ali Mohammed , very briefly in terms of selection for professional services, and even other types of projects, I believe the following basic steps.
1) Consider the creativity required to design a solution, is it something anyone knowledgeable can do or what qualities are needed that you define.
2) What level of complexity is needed in the design team, ensure you clearly articulate.
3) Define what you want. In this step one will need to express the level of creativity and innovation you are willing to accept or if you have something specific already in mind.
4) What are the critical timelines for completion which will help the proponent identify the extent of resources they will require over that duration.
5) Finally, what is the relative importance of these elements, as well as costs, which will help identify for you and the proponents how you will rate multiple proponents.
You may also want to express whether the financial proposals will be sealed until review of the technical proposal components, which I prefer as it removes some bias from scoring or ranking.
