What to use methodolgy for a technology in a country that is not yet implemented?

Hi Dears,

I am working on my thesis and I am a bit confused on what to use a a methodology to measure my independent factor that is related to technology that is not yet implemented in Jordan.

This study contributes to the development of a model of technological innovation to support export development in developing countries.

Limited use of technology is inhibiting LDCs' path towards structural transformation. These countries can implement measures in several areas.
