I think that if someone has copied your text, you should show little by little and over time that they have copied the text that belongs to you, adding more primary material and delving into the scientific topic that the plagiarist does not know.

If that was the case, it is both shocking and appalling. The only solution I can think of is that you write to the original journal with copies of both the original e-mail and evaluations, asking for them to change the name of the author in the paper or simply removing it and publish your original manuscript. If you don't have those messages, I don't think there is anything else you can do. But, if you do, you should certainly write to them, not only for you but because that evaluator MUST be removed from every scientific and editorial board he is in. Do let us know what happens.

If you submitted your manuscript electronically, hopefully you kept a copy of the email. This will contain date and time submitted. Compared it with the date of the paper you claim plagerised and if the latter is later go back to the original journal you submitted to and present your evidence. This is a serious breach of academic protocol and if proven May have serious consequences for academic reputation.
