I am interested to conduct a land cover assessment of a wetland using Landsat images. I have downloaded level 1 Landsat 8 GeoTiff. This imagery is about 1 GB, but when I load it in ArcMap, the image appears not to be clear. As in the snapshot attached, at the scale of 1:6309 the image is not even clear despite being a heavy file. Can any one who has worked with similar imagery before help me to understand what is supposed to be done so that I should move to my analyses. Thanks in advance..

You can merge high resolution 15 meters panchromatic raster (band 8 of LandSAT 8 OLI TIRS) with 30 meters medium resolution multispectral rasters to create a multispectral image with higher resolution by using "Create Pan-sharpened Raster Dataset" function under Raster Processing tool in ArcToolbox .

are you sure that the provided image is full resolution?
If so, you can disable the bilinear resampling used for display in ArcMap under Properties > Display > Resampling type during Display > Nearest Neighbor
Besides that, resampling to o15 meters is an option as proposed by Saikat Das
Furthermore, consider using Sentinel-2 data which has a spatial resolution of 10 meters in the visible spectrum.
You can try simply enchance the image using a photo editing software like Adobe Photoshop or Lightroom and then try opening it in Arc Map for further geoprocessing or can try the Focal Analysis and/or Radiometric Correction in ERDAS Imagine.
