- I used 18 mice, 3 different strains, randomly assigned to 6 groups.
- 3 groups were given drug tx and 3 groups were given saline.
- I performed a test at time 0 hours immediately after injection and the same test at time 3 hours immediately after another injection.
- I am measuring the amount of time mice stayed in the open arms of a null maze test.
- What test should I use to compare means before and after drug/saline within and between groups?

The data, in this design, can be classified into 2 numbers of two way classified tables having groups in one way and drugs in the other way. Accordingly, the analysis of these data is similar with the Analysis of Variance of a number of same Randomized Block Designs.

I agree with the view of Mohammed Jasim Mohammed that Analysis of Variance is applicable in comparing means within and between groups.
However in this situation, the analysis of the data will be the Analysis of Variance of a number of same Randomized Block Designs.
A precise and detailed answer would be difficult to give.
Have a look at Chapter 7 of Statistical Principles in Experimental Design by Winer.
You may also give your data -- after eventual anonymization and perturbation (as multiplication by Pi/2 for instance).
