If the items can be combined into a scale with high enough reliability, then that can be analyzed by parametric statistics such as t-Tests and correlations. If I understood your question correctly, I would like to highlight due to respect our scholar Dr Rensis Likert, a Likert scale means the scale must be in odd numbers eg 5 point Likert Scale, 7 point Likert Scale and 9 point Likert Scale. A 4 point is not a true Likert scale.

I don't think Likert every said anything specific about how many point to use on the kind of scoring that now bears his name. There is some methodological debate about the effectiveness of using either even numbers of responses (e.g., 4 or 6) or odd numbers of responses (e.g., 5 or 7), but that is mostly a matter of how people respond to one type versus the other. In general, using 4 response points is not a problem, although most people prefer a wider range.
