The test that they used in the school district where I taught Dual Spanish Immersion was called AAPPL.

I at first was going to suggest the same test that they will often use for certifying Dual Immersion Teachers at Elementary Schools: the ACTFL Oral Proficiency Interview. However, this is more for higher education and for teacher quality control. It costs somewhere around $80 if I remember correctly, but it can be done over the phone.
