Youth NEEDs (Not in Employment, Education or Development Programs) is a serious threat to many countries, communities stabilities, besides its increase is causing many mental health issues to youth and their families.
Your question attacks a social root problem in factually all countries, but depending on the demographic and population dynamics. In addition, economic conjuncture exists and expresses itself as generational income gap.
Learning that pays is the answer and this is done by investment into people.
You would want to design a program that studies the social/psychological determinants of these NEEDs in your specific community. Also examine the positive deviants in that community - the ones who are actually in school, employed, and with stable mental health. This will provide you with the insight to then design interventions targeting Youth NEEDs in the study community.
