Your stored seeds may have lost viability/longevity if the humidity and temperature of storage were incorrect or if the initial seed quality was low. Germination in the field requires 18–23°C because low temperature can induce inhibition of germination. And check for water and salinity stress because Quinoa is susceptible. Also, you may need to perforate the pericarp. You can release dormancy by reduction in sensitivity to ABA or by application of GA hormones. I hope this helps :) 

Thank you for your comments. Do you have any idea of the best storage conditions (temperature and humidity). I agree that a possible reason of non-germinating seeds is losing their viability. I have no water and salinity stress at this stage of experiment. Do you have suggestions of how to apply the GA and what concentration? How to perforate the pericarp of the very small seeds?

Thank you Saddam. Do you have any specific protocol/reference for this? How long should they be remained in the solution and kept soaked? Is it possible to release the dormancy of the seeds that has been stored for several years?

some seeds may need to be exposed to red  light or certain wave length before sowing  to enhance the Phytochromes  impose their effects  on  cell membrane permeability  to allow water and other materials  to enter seeds and enhance enzymatic activities such as amylase  and others   in order to start germinating .

Thank you. During seeding there is no water or salinity stress. We think that some seeds are too old (about 8 years) that were stored and kept in the refrigerator during this time. We really do not know if this long time has reduced their viability though they were kept in cool and dry place as it is recommended. However, we had other seeds that we not old (just 1 year old) but they were experiencing drought stress last year in the field. We are hesitating to know if drought stress may reduce the viability of the Quinoa seeds although we know that they are very tolerant to drought stress. During the last days, I also treated the seeds with the 50ppm GA3 solution but yet the germination is very poor. We also do not seed them deeply in the soil just few millimeters. I appreciate any brainstorming idea.

Quinua is a grain crop for  potential production in adverse conditions, as in my country, where you can grow it in the Andes (above 3000 masl) or in the dessert near to the sea. We can consider also some kind of dormant seed, but you can maybe check another  quinua genotypes for the environment you are working and compare to your last results.

Any dormancy is their in Quinoa seeds? if so first check the which type of dormancy is present in those seeds and many methods are there to break dormancy.

some seed priming can help.

Quinoa germination in field conditions is quite bit low and this in many cases due to deep sowing. quinoa seeds are small and don't have enough energy to emerge from deep soil. thus it is recommended to do not have any sowing holes at all. Just put soil above a well irrigated soil and then cover them slightly with same send or peat and I am sure that all viable seeds will germinate. but be careful with caterpillars and birds, they like to eat fresh quinoa seedling after emergence.

I suggest a germination test according to the ISTA rules; as for Chenopodiaceae, the prewash procedure are recommanded to break dormancy (at 20 to 30°C, between papers)
