What should be the limit of water absorption in Fine Aggregates (Natural and Recycled) when used in 1.Concrete 2.Concrete Blocks (Mix <M10)?

Kindly suggest the limiting values of water absorption in FA, as per IS, ACI and BS requirements. The values shall comprise for both natural and recycled aggregates to be used for Normal Concrete, Concrete of Low Strength requirements (strength < M10) and mixes to be used in manufacture of Blocks (concrete blocks)
