For the effective management, one need to know the present status of that activity. For a precise waste management plan, what kind of survey is needed in the society.
Depending on the amount of available resource earmarked to the study and questions you want to answer, you can conduct both quantitative (with detail schedule) and qualitative survey. With regard to the quantitative survey you can cover the whole value chain: waste production (to see if there is any change in attitude and practice due to the introduction of waste management plan), collection, transportation, and final disposal (including recycling). Here, the objective will be to see how environmentally friendly the system is and its cost effectiveness. In addition to the detailed quantitative survey, you can also assess the perception of the community (relevant stakeholders) by organizing participatory focused group discussion, field observation, conduct case studies and other related qualitative survey techniques.
I second Dr. Kidanewariam Gebregziabher. As told my Anaya Ghosh, you can also look into the sustainability aspects.
However, I would recommend you to look for failure stories, identify what went wrong and then you can provide some holistic approach to solve the problems.
A Precise waste management starts from every one's day today activity. A questionnaire should be given to individual to know the mentality of people so that we can analyse what goes wrong at which point. In this way we can find the root cause of waste generation and there by manage them.
