You could delineate the problem. Then scour the literature. Remark on how few papers on this topic exist. You then review the ones that do exist. Then you investigate to reasons why the literature is so scant. There may be many potential reasons - no effective way to measure outcomes, the topic is politically incorrect, the condition is exceedingly rare, there is no journal specifically dedicated to the topic................
Then you say why you think it's important to pursue and suggest some research methods that could work.
Survey papers are often organised thematically. They draw from a broader base than the topic at hand in order to shed light on the research question/area being explored. If there is little literature on your topic, broaden the scope of your literature search until there is a sufficient amount.
