Apparently there is misprint:: you meant POWDER not POWER metallurgy.
If you just uniaxially press a free semi-product, the vertical strength may happen maximum.
However, if you use a proper closed dye, where lateral constraints result in a hydrostatic stress, the mentioned difference normally vanishes and the direction issue does not matter any longer.
This is very much dependent on your processing route, I assume that the cylinder has been sintered. Have you considered Hot Isostatically Pressing (HIP) the resultant product to ensure that it is homogeneous? If you were to HIP it you could test the sample in any orientation.
